
CONSTITUTION OF THE MARYSVILLE EDUCATION ASSOCIATION
(AMENDED AND APPROVED APRIL 15, 2004)
ARTICLE I - NAME
The
name of this association shall be the "Marysville Education
Association".
ARTICLE II - PURPOSE
The
purpose of the Marysville Education Association shall be to advance the
interests of the profession of teaching, to bargain collectively, and to
promote the cause of education in the Marysville School District and the State
of Washington.
ARTICLE III - MEMBERSHIP
Section 1. The
membership of the Marysville Education Association shall consist of a class of
active members and other such classes as may be provided in the by-laws. The constitution and by-laws shall
prescribe eligibility of membership in such classes.
Section 2. Membership
shall be open, as provided in the by-laws, to all persons who agree to: a) subscribe to the goals and objectives of the Marysville
Education Association and the Washington Education Association and National
Education Association; (b) abide
by their constitution and by-laws; and (c) adhere to the Code of Ethics of the Education Profession, if
engaged in teaching or other educational work.
Section 3. Membership
shall be subject to review and discontinuance as provided in the constitution
and by-laws.
Section 4. Membership
shall not be denied to individuals on the basis of gender, race, color,
appearance, religion, ethnic or national origin, political beliefs, marital
status, age, actual or perceived sexual orientation, socio-economic and family
background, language, or physical or mental ability.
Section 5. Any
person who transfers into the district during the current year and who is a
paid-up member of the local from which he/she transferred and who meets the
other WEA membership requirements, shall be given all rights and privileges
until the end of the WEA membership year.
Section 6. The
membership year shall be September 1 through August 31.
Section 7. Only
active members shall have the right to vote, to seek and to hold an elective
position in the Association.
ARTICLE IV - DUES AND ASSESSMENTS
Section 1. Dues
and assessment will be in accordance with the by-laws.
ARTICLE V - GENERAL MEMBERSHIP
Section 1. Determination
of the policies and programs of the Marysville Education Association shall be
vested in the general membership.
The general membership shall meet at time(s) and place(s) set forth by
the president and may meet in special sessions by order of the executive board,
or by petition of at least 20 percent of the general membership.
ARTICLE VI - OFFICERS
Section 1. The
officers of the Marysville Education Association shall be the:
A. President
B. Vice President
C. Secretary
D. Treasurer
E. Past President
Section 2. The
officers shall take office on May 1, with the exception of the president, who
shall take office on July 1.
Section 3. Election
of officers and delegates shall be by secret ballot following open nominations
by the general membership. If no
person receives the majority (majority is 50% plus 1) of votes cast, a run-off
between the top two candidates will be required.
Section 4. In
the event the president is unable to serve his/her full term of office, the
vice president shall assume the office of president for the balance of the
unexpired term. If any other
officer is unable to serve his/her full term in office, a new officer shall be
appointed by the president, approved by executive board, and the Representative
Council and shall assume the office for the balance of the unexpired term.
Section 5. Recall
elections shall be called for by a vote of any general membership meeting. Any officer may be recalled or removed,
with or without cause by a two-thirds (2/3) vote of the membership. Members will vote by secret
ballot. In the event the president
is recalled or removed, the vice president shall assume the office of president
for the balance of the unexpired term thereof. If any other officer is recalled or removed, a new officer
shall be elected by the general membership and shall assume the office for the
balance of the unexpired term.
Section 6. The
term of an officer shall be two (2) years.
ARTICLE VII - EXECUTIVE BOARD
Section 1. A. The executive board shall consist of the
officers of the Association.
B. Additional board members may be elected
in accordance with the by-laws.
Section 2. It
shall be the duty of the executive board to carry out the program and policies
of the general membership. The
board shall have the authority to interpret the constitution and by-laws. The board shall develop and adopt
standing rules for the board, general membership and committees.
Section 3. The
employment of personnel, management of property, and general administrative
charges of the Marysville Education Association shall be managed by the
executive board.
ARTICLE VIII REPRESENTATIVE COUNCIL
Section 1. The
Representative Council shall represent the various faculty units and shall act
as the primary policy making body.
ARTICLE IX COMMITTEES
Section 1. Committees
may be authorized by the general membership or by the executive board and may
be abolished by the same bodies.
The membership term and number of members of each committee shall be
determined by the executive board unless otherwise determined by the general
membership.
ARTICLE X - PARLIAMENTARY AUTHORITY
Section 1. The
current edition of Sturgis Standard Code of Parliamentary Procedure
governs this organization in all parliamentary situations that are not provided
for in the law or in its charter, constitution, by-laws, or adopted rules.
ARTICLE XI - AMENDMENTS
Section 1. This
constitution may be amended by a two-thirds (2/3) majority of all votes cast,
provided;
A. That the text of the proposed amendment
shall have been published in an official publication of the Marysville
Education Association or a written copy furnished to each member of the
Association at least seven (7) calendar days prior to the vote.
